From 2008 to 2020, Sullivan served as Recording Secretary on NEPBA's Executive Committee and chaired the Association's Constitution and Bylaws Committee. He also contributed to its Legislative, Charities, and Scholarship Committees.
Following his retirement from the Middlesex Sheriff's Office, Sullivan served as an NEPBA Representative from 2013 to 2020, representing approximately 800 correction officers and support personnel. His responsibilities included organizing new locals, negotiating collective bargaining agreements, representing members in disciplinary proceedings, processing grievances, and participating in arbitration and labor relations hearings.
"Keith brings an invaluable combination of institutional knowledge, proven leadership, and firsthand experience representing our members," said NEPBA Executive Director Thomas A. Turco. "He knows the challenges facing law enforcement professionals and understands what it takes to build strong, effective unions. We are excited to have him leading our organizing efforts during this important period of growth."
Beyond his work in organized labor, Sullivan has demonstrated a longstanding commitment to public service. He served on the Tewksbury School Committee from 2017 to 2023, including several years as Chairman, and remains actively involved in his community. He also brings extensive private-sector management experience as a Massachusetts-licensed construction supervisor and principal trustee of Keith James Realty Trust.
As Director of Organizing, Sullivan will focus on expanding NEPBA's membership, establishing new locals, and strengthening relationships with law enforcement and public safety professionals throughout the region.
