NEPBA Wins ULP Appeal over Elimination of Captain Position

Challenging the City’s transfer of duties from a Captain to a Lieutenant, and the associated elimination of a Captain’s position within the police command staff, the NEPBA and Attorney Gary Nolan of Nolan Perroni, PC, after winning the ULP case at the hearing officer’s level, recently prevailed on the City’s appeal to the full Employee Relations Board.  The Board affirmed the labor law violations committed by the City, and ordered it to restore the status quo, including transferring back to its Captains the command duties of the Detective Division
