Paul was forced to retire at the rank of Captain from the Tyngsboro Police Department in November 2005 after 23 years of service, because of an injury. Prior to joining the Police Department, Paul served the community for two years as a Tyngsboro Firefighter. He also served as Operations Director for Medic Ambulance and Rescue Service, which provided Municipal Emergency Medical Services to 12 Cities and Towns. Paul has experience from both sides of the aisle in dealing with labor contracts. Paul holds an Associates Degree in Business, and his Bachelor of Science in Law Enforcement. He holds a Certificate in Law Enforcement Management from Babson College, and a Certificate from The Massachusetts Police Leadership Institute at the University of Massachusetts Lowell. He was active with Community Leaders with his membership with the Tyngsboro/Dunstable Rotary Club where he served as President. Under his leadership, this organization they developed a comprehensive child safety/identification program for parents in conjunction with the National Center for Missing and Exploited Children. He also served Tyngsboro for 19 years as Emergency Management Director where he authored the Towns’ first Comprehensive Emergency Response Plan. Paul was the department Executive Officer, where his duties also included Director of Training and Accreditation Manager. At the Time of his injury Paul had successfully developed the new hiring process, which included entry-level job description, job application, background investigation and an interview process that included Union Officials. He was also re-writing the Departments Policies and Procedures to meet requirements of Accreditation Standards at the same time fulfill all obligations of the Departments’ Labor Agreements. Paul’s career includes a wide spectrum of experience including service on the Greater Lowell Drug Task Force, where he was qualified as an expert witness in street narcotics at Middlesex Superior Court. He also served as the Department’s Security Coordinator for 1994 World Cup, working with State and Federal Officials providing security for the Greek National Soccer Team headquartered in Tyngsboro. Over his illustrious career Paul received many awards and commendations for his work. Although his active career was shortened, Paul is excited that he will be able to continue to work with Local, State and Federal Officials to ensure Police Officers are safe and treated fairly throughout their careers. He has been married for 20 years to his wife Deborah and they have two children, Victoria, a seventh grader at Notre Dame Academy and Timothy, a Cadet at Norwich University working toward a Law Enforcement career after his military service. Paul is a registered lobbyist with the Massachusetts Secretary of State and will be performing those duties exclusively for the New England PBA at the State House in Boston, Massachusetts.
