Marty Conway Marty Conway brings vast law enforcement and labor experience to his role as NEPBA Executive Vice President. His strong communication skills and ability to negotiate ‘win-win’ contracts make him an outstanding advocate for law enforcement unions. He has personally negotiated numerous successful public safety collective bargaining agreements. He is currently a Sergeant with the Billerica Police Department in charge of the Traffic Safety Department. He has worked for the Billerica Police Department for 26 years, with the past 19 being a full time officer. Marty has been very actively involved in the Billerica Police Local for over 16 years. He was initially elected to serve as secretary of his local. After serving for 3 years, he became the president of the Billerica Police union and has been for the past 13 years. During this time, he has personally negotiated numerous contracts between the Town and the Billerica Police Union. As a result of his hard work, the collective bargaining agreement between the Town of Billerica and the police union is considered a model contract, which is time and again used by other unions throughout the state. Marty served as a national representative for the International Brotherhood of Police Officers (IBPO) for 4 years. In this role, he was responsible for representing 15 locals across the state of Massachusetts. He was responsible for negotiating numerous contracts, resolving labor and discipline issues and worked with many locals to improve their health insurance benefits. He currently serves as a member of the Health Insurance Advisory committee in Billerica. As a result, he has gained extensive experience and knowledge in the health insurance field and how it pertains to public employees. He has previously served as a police representative on the Joint Labor Management Committee (JLMC) where he gained experience in mediation, fact finding and contract arbitration. He has been very active in labor unions. He currently serves as Vice President of the Merrimack Valley Central Labor Council. He also serves on the board of directors of Community Teamwork Inc, a non-profit organization assisting disadvantaged families. Marty has a Bachelor’s and Master’s Degree in Criminal Justice from Western New England College. He has also attended numerous labor relation seminars and courses throughout his career. Marty and his wife Kim live in Billerica and have two children, Shawn and Kaitlyn. They are very active in the local community; in fact Kim was recently elected to the Billerica School Committee by an overwhelming majority of voters.
