Jerry Flynn is the Executive Director of the New England Police Benevolent Association, Inc., I.U.P.A. Local 9000, AFL-CIO. Officer Flynn brings a wealth of knowledge and experience to this position, prior to joining New England PBA, Inc.; Officer Flynn was elected National Vice President of the International Brotherhood of Police Officers (IBPO) and served as Executive Director and Director of Organizing. He also served as a vice president of the National Association of Police Organizations (NAPO) and served on the Board of Directors for the National Law Enforcement Officers Memorial Fund, Inc (NLEOMF) and the Law Enforcement Steering Committee (LESC) in Washington, D.C.

In his capacity as a law enforcement labor leader, Officer Flynn was also the Governor’s appointee to the Massachusetts Joint-Labor Management Committee (JLMC) and served as Police Chairman for over five years. The committee resolves contractual disputes between municipal police & fire unions and the towns they serve. Officer Flynn has testified before the United States Congress on a number of high profile issues including the Columbine School Shooting, Collective Bargaining Bill, Patient’s Bill of Rights, The William Deagan Law, C.O.P.S. Program and he was the keynote speaker at the White House on The Brady Law at the request of President William Jefferson Clinton. His riveting speech was published in the Congressional Record of the United States Congress on August 6, 1998 at the request of Congressman Martin T. Meehan (D-Lowell).

Officer Flynn has also appeared as a guest on numerous media shows including Court TV and Chief Darrell Gates National Radio Show, as well as numerous television and radio interviews regarding law enforcement issues. Officer Flynn also served as an Adjunct Professor of Criminal Justice at Western New England College in Springfield, MA. Officer Flynn is also a published author and has contributed to several articles on law enforcement issues including; The Future of Community Policing: the View from the Street, published by the Police Executive Research Forum (PERF) 2004.

Officer Flynn is currently on leave of absence from the Lowell, Massachusetts Police Department to focus on his responsibilities with the New England Police Benevolent Association, Inc, I.U.P.A. Local 9000, AFL-CIO. Officer Flynn has served as a member of the Lowell Police Department since 1985; he was elected as the union treasurer in 1992 and served as president of the 200 member police union from 1994-2000. Officer Flynn also served as a State Correctional Officer in the Commonwealth of Massachusetts-Shirley and was elected vice president of AFSCME Local 382 from 1981-1985 and served on AFSCME Council 93. Officer Flynn has received numerous citations and commendations for heroism and bravery as a result of his illustrious career.

Officer Flynn has also received numerous awards and commendations for his service as a union leader including, an award by the Massachusetts Police Association for his lobbying efforts on behalf of police officers in the Commonwealth of Massachusetts. He also received an Official Citation from the President of the Massachusetts State Senate President Thomas F. Birmingham for his service as a police officer and union representative.

Officer Flynn holds both a Bachelor’s degree in Law Enforcement and a Master’s degree in Criminal Justice Administration from Western New England College in Springfield, MA. He and his wife, Joellen reside in Chelmsford, Massachusetts with their three children, Micaela, Matthew and Shannon.
